'If they opt for Real ID (license), it will require an agency visit,' said Sue Fulton, state Motor Vehicle Commission chief administrator. 'Initial processing for a Real ID license must be done in person at an agency.'

We know you probably just smacked your head after reading this, but it doesn't have to be a bad experience.

MVC officials said the agency is gearing up to make that trip as painless as possible. But they are expecting a significant jump in the number of customers coming to agencies.

This is what the MVC is doing to prepare and what you need to know.

What happens this spring?

The MVC is scheduled to start issuing Real ID licenses, similar to the one shown above, at agencies in spring 2019, officials said. A start date hasn't been set.

If you don’t need to get a Real ID license before your license expires, don’t make an additional trip to the agency, officials said.

At the moment, state issued driver's licenses and ID cards are valid for identification at airports and federal buildings until Oct. 10, 2019, due to an extension granted to N.J. on Oct. 5, said DHS officials.

New Jersey will be able to apply for another extension next year, so it is possible, but not definite, that N.J. drivers will not need a Real ID for another two years, officials said.

The final federal deadline for all states to be in compliance is October 2020.

What's Real ID and why you need it.

Real ID was approved in 2005 as a response to the 9-11 terror attacks to make identification accepted at the airport more secure and harder to forge. If you fly and use your license for identification at the airport, you will need a license that meets Real ID standards once the final federal deadline passes.

Licenses from states that don’t comply won’t be accepted at airports, meaning those travelers will have to use another form of ID, such as a U.S. Passport or military ID, even for domestic air travel.

All states must offer driver’s licenses and ID cards that comply with federal Real ID security standards by October 2020.

It is not mandatory for drivers to get a Real ID license, said U.S. Department of Homeland Security officials. They'll still be able to get a non-compliant license after the deadline, but that license will not be accepted at the airport or to enter certain federal buildings, officials said.

A Real ID license has standard security features that make it harder to counterfeit, some are visible, such as watermarks and a second photo, others are not, officials said.

Real ID licenses will have a gold star in a corner, non-Real ID licenses and ID cards will have 'federally non-compliant' printed in a corner.

What changes for drivers?

The process to get your Real ID license will change when you go to the Motor Vehicle Agency.

For starters, you will have your photograph taken when you first go into the agency, previously, it was taken at the end of the application or renewal process.

Drivers also will have to bring 'new' documents that will be accepted as the six points of identification when they apply for a Real ID license.

MVC officials said more information will be coming about that.

Drivers will have to prove their Social Security number to get a Real ID license, by providing a Social Security card or a W-2 form or a pay stub that contains their name and Social Security number, according to federal regulations.

Drivers also will have to provide two documents containing their name and “principle address.” The documents accepted is up to the states, according to Homeland Security. Expired documents won’t be accepted any more.

The good news is that a Real ID license and ID card will be valid for a maximum of eight years. Now, a basic New Jersey driver's license is valid for four years.

How many more people are expected?

Think about the crowds that show up at MVC agencies at the beginning and end of the month and multiply it.

“We expect a three-to-four-fold increase in driver license renewals in the 12-18 months following our implementation of Real ID,” Fulton said.

The MVC averages approximately 1.5 million driver's license renewals a year at agencies, Fulton said. New Jersey has 6.4 million licensed drivers.

What that means is, if you have to go to the agency, wear comfortable shoes and charge your phone, because there will be a wait.

“High-population states like New Jersey have seen dramatic increases in wait times when they implement Real ID,” Fulton said. “We are working hard to improve our efficiency in advance of Real ID implementation to minimize disruption and inconvenience to our customers.'

How will the MVC cope?

First, MVC officials pushed the Real ID start date back a few months to implement several changes to ensure the agency is prepared for the expected increase in customers, Fulton said.

Changes include increasing staffing and adding more on-line services, so drivers don’t have to visit an agency for other transactions, she said.

The most significant change is allowing drivers to renew standard driver’s licenses online. That is a major step that will spare drivers who qualify from having to go to an MVC agency to renew their license.

Drivers also will be able to order a duplicate license and duplicate registration online, Fulton said. The MVC plans to make the online process easier to renew a vehicle registration, she said. Moving more transactions online should take people out of MVC agencies.

More information about those initiatives and when they start, will be provided in late December or early January, Fulton said.

What about MVC's fragile computers?

MVC computers are notorious for failing at the worst moment, usually when agencies are swamped with people and the system crashes under the load. The process to replace and update the MVC's aging computers, has taken as long as telling the entire Star Wars saga.

'We do need a number of upgrades, and are planning to do so, but the four separate projects that were last presented under the “transformation project” heading are no longer the highest priority projects,” Fulton said.

Computer upgrades plans will be reevaluated once Real ID has been certified by the federal government.

“We are embarking on a different set of initiatives we are loosely grouping under the heading “Real ID Readiness,” with a focus on improving service and efficiency before we kick off Real ID,” she said.

There is no such thing as a free lunch or a free security compliant driver’s license.

In May 2017, the MVC was given an executive mandate to prioritize Real ID and get it done.

Last spring, MVC officials told the state legislature that will cost $35 million to update computer systems to implement Real ID.

Does that mean the cost of driver's licenses will increase? Not this year. The MVC projected a $14 million surplus in fiscal year 2019.

How can I avoid lines at the MVC?

The simplest advice to spare yourself the pain of waiting on line at the MVC is don't go, if you don't have to, officials and experts said.

If you can wait until your current license expires to get a Real ID license, do so, Fulton said.

Not going to an MVC agency to get a Real ID license should make the process faster for drivers who need to get one, said Steve Carrellas, National Motorists Association state Policy director. Drivers should do as much business on line as possible, to avoid lines at agencies, he said.

If you have to get a Real ID license, go to the MVC agency during the middle of the month, since the beginning and end of the month are prime time for last minute renewals by procrastinators. Check the MVC website before you go to see if which agency has the lowest customer volumes.

Bring the correct documents to the agency because the six-points of identification needed will change as part of the Real ID process, Fulton reminded drivers. Double check the MVC website to make sure you bring the right documents, she said.

If the MVC offers you the “Skip the Trip” option to renew your license by mail, take it, Fulton said. When the MVC offers on line license renewals, drivers should see if they are eligible to do so, she said.

How are other states doing?

Real ID roll out in other states is either a yawn, a disaster or something in between, based on media reports.

Minnesota drivers aren't rushing out to get their Real ID license. Only 12 percent have done so, reports the West Central Tribune.

California has had lines and some confusion when Real ID was implemented earlier this year. New Jersey may elude some of those problems because California just required drivers to provide six points of identification, a process that New Jersey motorists have done for several years.
